Is this for your published calendar?
It sounds like you are using the HTML for the plain embedded calendar, which does not include the month navigation arrows by design.

If you want them, you should use the "fully-interactive embedded calendar". You can get the HTML for this style by clicking Publish on the left-nav menu and selecting this style.
